One of the 10 departments of the United States Government. Established by Congre July 27, 1789. The Secretary of State is a member of the cabinet and next in line to the President. He has charge of the Great Seal, and the department is the guardian of the engro ed laws of the United States, and all treaties. The Secretary publishes all statistics, resolutions of Congre , proclamations of the president and i ues all pa ports to citizens traveling abroad, and warrants for criminals to be extradited.
