Barrett

John, an American diplomatist, born in Grafton, Vt., Nov. 28, 1866; was graduated at Dart mouth College in 1889, and the same year went to the Pacific coast and was engaged in journalism till 1894. During {804-1898 he was United States Minister Resident and Consul-General at Bangkok, Siam, and, after the expiration of his term of office, represented several American newspapers in Manila, Philippine Islands. After the American victory in Manila Bay he made a special study of conditions in the Philippine Islands, and, returning by way of London, addre ed a joint a embly of members of the House of Commons and the London Chamber of Commerce, on the condition of trade in the Far Hast. He returned to the United States in the summer of 1899, and afterward did much to support the Federal Government against the attacks of the anti expansionists.
