Bello

Andres, a Spanish-American diplomatist and author, born in Caracas, Venezuela, Nov. 30, 1780. From 1810 to 1828 he represented Venezuela in London; in 1829, became an official of the Bureau of Finance; in 1834, Minister of Foreign Affairs for Chile; in 1842, the first rector of Santiago University. He was the anthor of ‘“ Principles of International Law” (1832), and his entire works were printed after his death at the expense of the State. He died in Santiago, Chile, Oct. 15, 1865.
