an instrument, edict, ordinance, or decree of the Pope, equivalent to the proclamations, edicts, letters patent, or ukases of secular princes, _Bull, George Joseph, a Canadian ophthalmic surgeon, born in Hamilton, Ontario, Feb. 16, 1848. He was Fee cool at McGill University in 1869, and, after studying in Paris, began the practice of medicine in Montreal, devoting himself especially to diseases of the eye. He took up his residence in Paris in 1886, and has won celebrity as an expert in ophthalmic subjects. He has written ‘Ophthalmia and Optometry,” and many similar works.
