Lapps, or LAP LANDERS

Race allied to the Finns, numbering ab. 30,000, and occupying the land adjacent to the Arctic Ocean in Europe from the White Sea westward. More than half are in Norway; these are the most civilized; many can read and write. Those on the sea coast are fishers; those along the rivers are farmers; those living in the forests and in the thereof. The technical rules of the common law have been variously modified by modern statutes, and the degrees and punishment prescribed, in each jurisdiction.
