Richard, an English politician, the “ Apostle of Free Trade,’ born in Su ex, June 3, 1804. Through his life he rigidly advocated non-intervention in the disputes of other nations, and maintaining it to be the only proper object of the foreign policy of England to increase and strengthen her connections with foreign countries in the way of trade and peaceful intercourse, He died in London, April 2, 1865.
