a body of seven members, formed to administer the Interstate Commerce laws, the first of which was pa ed by Congre in February, 1887, as a result of the agitation against the practice of the railroads in favoring certain shippers. Since then the jurisdiction and the powers of the Commi ion have been frequently broadened by amendments. Generally. speaking, its function is to regulate the control of the railroads of the country in the public interest, espeCially in the matter of pa enger and freight rates, which may not be changed without its consent. Carriers are ccompelled to report to it annually and when- @ver demanded for special reasons. It has the power to examine the books of all carriers. It has the power to compel testimony, in which regard it enjoys the same status as a Federal court.
