a written communication to Congre by the President. Regular me ages are sent at the opening of each se ion of Congre ; special me ages, whenever an occasion for them arises. During the administrations of Washington and John Adams the me ages were delivered orally by the Prsesident to the two House a embled together. From Jefferson’s time they have been delivered in writing through the President’s private secretary, and being read in both Houses of Congre are then printed for distribution.
