He graduated at Columbia in 1854; joined the bar in 1857, and was a brigadier-general of volunteers in_ the Civil War. Lieutenant-governor of New York 1866-1868, Republican governor 1870, Congre 1873-1875. He was appointed attorney for Southern District, New York, 1877-1883, and minister to Spain 1897, returning to the United States in 1898 on the declaration of war with Spain.
