i8T VISCOUNT (1862), Brit. statesman. Appointed under-secretary for foreign affairs, 1892-5, with Rosebery as his chief; secretary of state for foreign ‘affairs, 1905-16. In 1907 concluded ‘Anglo-Ru ian agreement, which settled outstanding Asiatic rivalries. Added to his reputation during Morocco crisis, 1909, and by inducing the belligerents in the Baikan War to sign the Peace of ‘London, May 30, 1913. His earnest efforts to preserve peace after the Austrian ultimatum to Serbia are set forth in the White Paper i ued in Aug. 1914. On Aug. 1 defined Britain’s attitude in a masterly speech.
