BIRCHARD, 1822-1893. Nineteenth Pres. U. S.; Brig.-gen. of Vols. 1863; M.C. 1865-67; Gov. of Ohio 1868-72 and 1876; Republican candidate for Pres. 1876; declared elected by a vote of 8 to 7 by the special Electoral Commi ion chosen to settle the vote in the disputed States, La., Fla., S. C., and Oregon. The special features of his administration were the conciliatory policy toward the Southern States and the impulse given to Civil Service Reform.
