born in 1838, served in the national army during the Civil War. He prepared a report on the condition of the Southern States for the Loyalists’ Convention in 1866. He published “‘ The North Carolina Code” and ‘‘ A Fool’s Errand,” and other books on the Reconstruction period. Appointed Consul to Bordeaux May, 1897, To us saint L’Ouverture (1746-1503), leader of the revolted negroes of Hayti and President of the Haytian Republic, is connected with the history of the United States through Bonaparte’s San Domingo expedition. The First Consul intended, after conquering the island, to make it the basis of an expedition which should create in Louisiana a French colonial empire. To us saint’s resistance and the destruction of French troops by yellow fever balked this plan, and Napoleon sold Louisiana to the United States. He died in the prison of Joux, France, a victim to treachery.
