Graduating fro Williams College in 1825 he studied lav was admitted to the New York Bar i 1828 and practiced until 1885, specia izing on judiciary reform. In 1857 tk State appointed him to prepare a pol i ical, civil, and penal code. New Yor adopted the last, and many states a three. In 1866 his proposal to th British Social Science Congre , that committee be formed of the represent tives of all great nations to sketch ou an international code, was the subjec of a report at the Congre in 1873. Ov of this grew an a ociation for reform in the law of nations, instituting arbitr: tion for war, and of which Mr. Fiel was the first president.
