in 1696, in his scheme for a general government for the colonies, gave its executive the title of president; the Albany Convention proposed that of president-general. The Continental Congre had its president. In the Convention of 1787, it was decided on June 4 that there should be a single executive, to whom on August 6 the style of President was given. Beside executive functions, he was invested with the veto power. The First Congre debated titles for him, but without finding any better than Mr. President. The first two Presidents read their speeches to Congre , Jefferson began the practice of sending me ages instead. Up to the ratification of the Twelfth Amendment (1804) the President and Vice-President were not separately voted for. He who obtained the largest number of electoral votes was President, he who stood next Vice-President. Jefferson and J. Q. Adams were elected by the House of Representatives.
