Otis, Elwell Stephen

major-general, is a native of Maryland, born 1838. Removed to New York with his parents when a child, and entered the military service in 1861 from that State, as captain in the 140th New York volunteers. For gallantry in the battle of Gettysburg he was promoted to be lieutenant-colonel, and in July, 1866, received his commi ion as brigadier-general. After the close of the war General Otis continued in the regular service as colonel of the 22d infantry, and in 1880 he served in the same office with the 20thin fan try. During the war with Spain he fought in Cuba and in 1898 was appointed major general of volunteers, and in November of that year he was made Military Governor of the Philippine Islands. Upon him therefore devolved the management of the war against the Filipinos.
