b. in Bru els, Aug. 10, 1846; educated at the University of Bru els, 1865-69; became " conseiller provincial in Brabant, 1872; member of Parliament, 1878 profe or of the history of religion in the University of Bru els, 1884. He has received from this university doctorates in political and administrative science 1866, in law 1869, and in philosophy and letters 1884. His theological standpoint is that of "Free Religion." He accompanied the Prince of Wales in India as special correspondent of the Inde'pen dance Beige (1875-76).
