Title given by Urban VIII. to Cardinals 1630. Eminent Domain. Sovereign power of a State to take private property for public use. In the U. S. the power is generally exercised by State governments, but within constitutional limits it may be exercised by the Federal government. The State cannot divest itself of this power.
