Alien

One born out of jurisdiction and allegiance of the government and not legally naturalized. He is not entitled to political privileges, but, as a rule, in the U. S. is allowed to take and hold property and to enjoy most of the private legal rights of a citizen. An alien enemy ( i.e. a subject of a country at war with those of his residence), although a noncombatant, may be ordered out of the country at any moment, but until so ordered, he is generally accorded legal protection.
