SNOWDEN, PHILIP

(1864), Brit. labor leader; entered the Civil service in 1886, but, seven years later, gave himself up to lecturing and journalism; was chairman of the Independent Labor Party, 1903-6 and 1917-19, and M.P. for Black burn, 1906-18, 1922; was a member of the Royal Commi ions on Canals and Waterways, on the Civil Service, and on Venereal Diseases, and a member of the Central Control Board (Liquor Traffic); has written many pamphlets on Socialism, and has contributed extensively to reviews and newspapers. His w., Ethel, is also prominent in the Labor movement; she was an ardent suffragist, and in 1920 accompanied the Brit. Labor delegation to Ru ia; pub. her observations, largely condemnatory of Bolshevist rule, in Through Bolshevik Ru ia, 1920. loftiest mountain (3,560 ft.) of Wales; in Carnarvonshire.
