Foster, Charles

born in Ohio in 1828, was a member of Congre from 1870 to 1876, and served on the Committee of Ways and Means. He was Governor of Ohio from 1879 to 1884. From 1891 to 1893 he was Secretary of the Treasury in Harrison’s Cabinet.
