Frank, an American journalist; born in Cambridge, O., April 28, 1846; entered journalism young; served through the Civil War in ie Army of the Cumber land, being commi ioned Ist lieutenant in 1864; after the war returned to journalism. He Was appointed by President Arthur A istant Postmaster-General (1881~ i 8); Postmaster-General 1884- 1885); editor of Ci e “ Mail ’” (1884-1888); editor of ashing ton * Post ” (1888-1894); and died in Washington, D. C., April 30, 1894.
