3. The ve el, as in the foregoing cases must be placed in a dry-dock, and the hold, the tween-decks, and fore-, and after-peaks cleared. All the close ceiling in the hold (also some of the lining covering the frames in tween-decks, in cabins, etc.) to be removed; the coal-bunkers in steamers to be emptied and all the ceiling in same, also the loose-ceiling on top of double-bottoms and on water ballast-tanks to be taken up. The mast-wedges to be taken out, and the chain-cables removed from the lockers and ranged for inspection. The stoke-hold plating to be lifted. All oxidation on floors, frames, beams, keelsons, stringers, plating etc. whether in the hold or any other part of the ve el to be beaten off. The ve el is then to be carefully surveyed by two Officers, all inside and outside including the deck, masts, spars, and other equipment; any discovered damages or defects having to be repaired and made good.
