BLOCKADE

In International Law, the right to blockade the ports of an enemy ia war, and to exclude neutrals, is limited by the following recognised principles: 1. The blockade must be substantial, by means of a sufficient force to prevent the entry or exit of ve els; otherwise a neutral IS not bound to respect it.' 2. It is e ential that the neutral should have notice of the blockade; otherwise his ship cannot be justly condemned. A counter notice should also be given by the blockading power when the blockade has ceased. In England, a blockade is properly declared by the king in council. [s. 164]
