Sinking Fund

A sinking fund was created by act of August 12, 1790, to apply the surplus of income from imports and tonnage to the reduction of the debt. An act of 1795 put the entire matter of the public debt and its extinction in the hands of the Commi ioners of the Sinking Fund. Sioux - Tilghman, Matthew 228
