Manifesto

(man-e-fěsto,) pl. MANIFESTOES. [From L. manifest um est, it is evident-from words with which the document usually commenced in former times.] (Pol.) A declaration of motives by a belligerent state, or by a general having full powers, previously to the commencement of hostilities. It is addre ed to the public, and signed by the sovereign, or chief of the state, ., who sends it. [s. 574]
