—An engineer, civil, mechanical or electrical, generally of high standing and long experience, who acts aS an expert, giving advice to nontechnical firms, public authorities or private individuals with regard to technical matters. Often, the services of a consulting engineer include responsibility for the whole of the conduct of the engineering side of a busine , especially with steamships, electric installations, etc.
