—a short, scant, top coat not covering the undercoat, invented by Lord Spencer, about 1792, on a bet that he could set a fashion, wholly meaningle and unnece ary, that would be the vogue within six months. He then took shears and amputated the tails of the coat he was wearing and appeared in it on the street. Being a leader of fashion, the idiosyncrasy spread within a week and in a few months reached America.
