Elberfeld

a town of Rhenish Pru ia, a large textile manufacturing centre; pop. 157,000. Its municipal life dates from 1610; it is noted for its economic activity and for the “ Elberfeld System” of poor-relief. The city is divided into districts each with an honorary visitor who can supply immediate needs.
