CHARLES James, the statesman, was bom in 1749, and educated at Eton and Oxford. A quarrel with Lord North threw him into the arms of the Franklin, Whigs, where he supported Burke in his violent opposition to the American policy of the Government and he became Foreign Secretary in 1782. Except; on the subject of the French Revolution, Franklin, he was a warm friend of Burke, and a great rival of Pitt. The two rivals died in the same year, 1806.
